Seems like a more logical home for sure. I guess people will always find something to gripe about though...

The War Memorial in Kenora was completed, dedicated and unveiled in 1924. This cenotaph is the property of the citizens of Kenora, NOT the Royal Canadian Legion. This cenotaph was dedicated to the men who gave their lives in the Great War, 1914-1918, the war to end all wars. If there should come a time when the Legion would have to sell their building and downsize, what would happen to the cenotaph? Moved again?

The Cenotaph was erected to honour and to remember our soldiers from Kenora who made the supreme sacrifice during the great war of 1914-1918. It is one of the nicest cenotaphs I have seen in any small town in Canada. In its present location, the cenotaph has been desecrated by vandals, names scratched into the plaque bearing the names of our war dead, drinking parties and other obscene behaviour being conducted at its base. I think that moving the cenotaph to another location may eliminate this type of behaviour which dishonours our veterans. Some people just have no respect! A UN Peacekeeping Veteran.

If it is done with the utmost respect it should be ok, since the cenotaph is not where the person or persons are buried in the first place. However after saying that it should only be approved by people directly involved to protect their feelings.
